François Thill received 1991 a M.Sc. degree in information technology at the University of Linz, Austria. After 10 years of international banking experience, he has joined the Ministry of the Economy in Luxembourg in 2001. Here he has become responsible for security related projects. He has developed the Luxembourg accreditation scheme for PKI. In 2003 he launched the CASES initiative (Cyberworld Awareness and Security Enhancement Services). In 2004, he participated as co-author to the first national information security strategy. He took part in the creation of the first CERT in Luxembourg in 2007 and of SMILE gie (Security Made in Lëtzeburg) in 2010. He is one of the authors of the second national cyber security strategy published in 2015.
François represents Luxembourg since 2003 in the European Network and Information Security Agency (ENISA). François is also member of the board for LuxTrust, Chairman of “Security made in Letzebuerg (g.i.e)”, and member of the Luxembourg Cyber Security Board and alternate member of the data protection authority in Luxembourg.
Guillaume POUPARD is a graduate of Ecole Polytechnique, and obtained a PhD degree in cryptography in 2000 from the Ecole Normale Supérieure de Paris.
After his PhD, Mr. POUPARD joined the cryptography section of the Central Directorate of Information Systems Security (that formed the basis of ANSSI when the agency was created) and became head of this section.
He then pursued his career in 2006 within the Ministry of Defence, initially in the field of governmental cryptography, and progressively moved to cyber defence.
In November 2010, he was appointed Head of the department in charge of Information Assurance and Cyber Defence at the Ministry of Defence procurement agency (DGA)'s technical directorate.
In April 2014, Mr. POUPARD was appointed Director General of ANSSI. Guillaume POUPARD is married and father of three children.
Mr Krum Garkov is the Executive Director of eu-LISA since 1 November 2012.
He has more than 15 years of cross-cultural experiences spanning the public and private sectors, complemented by two Master degrees in the area of information technology and a MBA.
Mr Garkov is a goal-oriented, innovative technology strategist driving large-scale global operations to optimize IT portfolio management and operational efficiency.
From 2007 until taking up the ED post in eu-LISA Mr Garkov was Operations Director for the Experian Group ltd., a leading global information provider serving the finance industry. He commanded all delivery centre operations and ensured the alignment of technology solutions with business objectives across Europe, Middle East, Africa and India.
Prior to that, Mr Garkov worked as a Program Manager at Hewlett Packard, a major technology company, where he was responsible for key program initiatives, including a large-scale data centre consolidation and application portfolio consolidation and integration.
From 2003 to 2006 he served the Bulgarian National Revenue Agency as a CIO, where he delivered several successful initiatives, including country-wide implementation of a new core revenue management system and infrastructure. He also led the agency to receive recognition as the first-class ICT organization.
In 1996 Mr Krum joined the Centre for Mass Privatization (Bulgaria), the specialized government agency overseeing privatization of public assets in Bulgaria. In the Centre Mr Krum shared various responsibilities. Initially he was appointed National Coordination Senior Expert to manage information technology strategy and operations. Within two years he was named Deputy Director of ICT.
Krum Garkov holds a M.Sc. in Computer Technologies from Technical University (Varna, Bulgaria) and an MBA in Information Systems from Stevens Institute of Technology (New Jersey, United States).
He received executive education from London School of Business & Finance (London, United Kingdom) with a Master of Business Administration in Management Consulting.
Carsten Loschinsky (45) began his professional career in the Semiconductor Industry in 1994 as a Development Engineer for CAD and Libraries in Siemens Semiconductors.
In 1997 he joined the Microcontroller team in Siemens and was responsible for technology marketing for automotive customers. Over the next years he worked as a Product Marketing Manager before he resumed responsibility for the Automotive Microcontroller Product Marketing team in Infineon Technologies in 2001. Starting 2005 he took over responsibility as a Director and later as a Senior Director for the Application Line Body, Chassis & Safety Automotive Microcontroller in Infineon.
In September 2010 he joined the management team of the Chip Card & Security Division. He assumed responsibility for the Business Line Government ID as a Vice President & General Manager.
Since August 2014 he is in charge of worldwide Sales and Marketing for the Chip Card & Security Division of Infineon Technologies.
He studied Electronic Engineering at the University of Bremen with the main focus on Microelectronics.

Throughout his almost 30 years’ experience Mr. Roura has held top management positions in Union Fenosa, Soluziona and Indra where has been Executive Vicepresident of IT Global Markets (2010-2013), for European Operations (2013-2014) and for Strategy & Innovation (2015)
Dr TJ McIntyre is a Lecturer in Law in the Sutherland School of Law, University College Dublin and is the chair of civil liberties group Digital Rights Ireland, which was the lead plaintiff in the recent CJEU decision striking down the Data Retention Directive. His research interests are in the areas of information technology law, crime and civil liberties, with a particular focus on fundamental rights in the online environment. He is a graduate of University College Dublin, University College London, and the University of Edinburgh where his doctoral thesis was on the topic of internet governance and web blocking.
Joseph Hubback is a Partner in McKinsey's London Office. He co-leads the Northern European Cyber Security practice in McKinsey, serving both 'defenders' and vendors in cyber security. He helped build McKinsey's core diagnostic tool set that has now been used at more than 100 clients globally and has led research on public sector cyber security requirements and responsibilities (presented at RSA in 2015).
Jörgen Samuelsson received 1995 an LL.M (Masters Degree in Swedish Law) at Uppsala University (Sweden) and in 1996 an international Masters Degree in European Law at Stockholm University (Sweden). He has worked in the Swedish Government Offices since 1997, since 2001 with IT matters in the (now named) Division for Information Technology Policy. Between 2007-2010 he was the Swedish telecoms counsellor in Brussels, amongst other things chairing the telecoms working party during the Swedish Presidency in 2009. From 2010 onwards he works at the Swedish Ministry of Enterprise and Innovation, partly with EU-coordination, partly with international network and information security policy.
Jörgen represents Sweden since 2010 in the European Union Agency for Network and Information Security (ENISA) Management Board (presently acting as Chair of the Board).
After finishing university education (Criminology) Mr. Olivier Burgersdijk joined the Rotterdam-Rijnmond police force in The Netherlands (1998-2001), where active in the areas of conducting evaluations on major criminal investigations of serious and organised crime as well as strategic analysis. From 2001 to 2006 supported as consultant various regional police forces and prosecution services in The Netherlands in the areas of quality management, evaluation and information management.
From 2006 till present active within Europol in different functions with responsibilities for information exchange and information management at strategic as well as technical level. Since November 2012, Head of Strategy within the European Cybercrime Centre with responsibility for strategic analysis, outreach, prevention, training & capacity building, R&D and forensic expertise.
