Paulo Empadinhas has joined ENISA as the Agency’s Head of Administration
A citizen of Portugal, Paulo comes to ENISA from the European External Action Service, where he led the Procurement Department in Iraq. From 2007 to 2011 he worked for the United Nations in several countries in Africa, as Regional Cluster Manager.

Between 2000 and 2004 Paulo was the General Director for a multinational consulting company in Portugal, after which he worked for a number of international organisations. These included the Council of Europe Civil Crises Management, where he was Head of Administration in the Democratic Republic of Congo between 2004 and 2007.
Paulo has a Master’s degree in Mathematics, is a Master in Management and Industrial Strategy, and holds a post-graduate qualification in Marketing.
