European Cybersecurity Month campaign

Negotiated procedure: maximum budget €139.000
ENISA is looking to build on the experience of past years European Cyber-security Month (ECSM) campaigns to design and implement the 2021 ECSM campaign with the goal to create more impact, increase the campaigns outreach even further, and make the campaign known Europe-wide and worldwide.
The contracted services include the following:
- Design of a targeted Awareness Raising campaign including scope, roles and responsibilities, behavioural analysis, analysis of target audiences, target audience engagement strategy, methodology and tools, research on best practices, PESTLE analysis, target audience personas and development of campaigns content and necessary translations amongst other;
- Design and measure the campaign’s metrics and impact metrics;
- Contribute to the development and execution of the communication, promotion and dissemination strategy of the campaign taking into account the ENISA communications strategy;
- Support ENISA’s communication tasks e.g. drafting of lines to take, update of messages and websites content, social media campaigns (ECSM & ENISA channels), develop social media ambassadors and multipliers programme;
- Design and produce the campaigns’ multimedia and innovative interactive tools for a variety of media outlets including TV;
- Implement the campaign in collaboration with ENISA;
- Establish contacts with major European media outlets and promote the campaigns’ content;
- Manage paid online and offline media campaign;
- Increase network of partners and manage contacts;
- Monitor daily the campaign and report on metrics;
- Produce the deployment report of the campaign.
The successful contractor will be the one demonstrating experience in the above and the one who will provide the most intelligent and innovative strategy and solutions leading to a wider outreach. The subcontracting of certain services is possible.
The project has a foreseen duration of a year, starting March of 2021 and ending February 2022
