National capabilities assessment framework

ENISA is planning to publish a tender to develop a “National Capabilities Assessment Framework".  The project aims at developing five (5) maturity levels to support Member States in assessing their National Cybersecurity Capabilities.

 The potential contractor is expected to support ENISA in carrying out a study on how Member States are building capacities and how they measure their progress by developing a maturity framework that can be used for self- assessment at a national level. Different approaches, methodologies and good implementation practices will also be included in the study, as well as challenges and opportunities for supporting the assessment framework.

 It is expected from the tenderer to include in the offer information on experience in the development of similar frameworks with novel ideas of five (5) maturity levels covering a variety of strategic objectives related to national cybersecurity strategies. The contractor will have to follow ENISA’s list of guidelines covering both the development and validation process of this framework.
