The Agency’s staff is composed of Temporary Agents (TA) and Contract Agents (CA) who are subject to the European Union Staff Regulations (SR) and Conditions of Employment of Other Servants (CEOS), as well as a range of Seconded National Experts (SNEs), trainees and Interim agents.

Types of contracts

Temporary agents

Temporary agent posts are classified in two function groups according to the nature and importance of the duties involved.

  • Administrators function group (AD) covers twelve grades from AD 5 to AD 16 corresponding to technical, administrative, advisory, linguistic and scientific duties.

  • Assistants function group (AST) covers eleven grades from AST 1 to AST 11 corresponding to executive, technical and clerical duties.

The probationary period of temporary agents is nine months.

Contract agents

Contract agent positions are classified in four function groups according to the duties and responsibilities involved.

  • Function group I corresponds to administrative support service tasks.

  • Function group II corresponds to secretarial tasks and office management tasks.

  • Function group III corresponds to executive, drafting and accountancy and other equivalent technical tasks.

  • Function group IV corresponds to administrative, advisory, and linguistic tasks.

Contract agents recruited for more than one year have a probationary period of nine months.

Seconded National Experts

Seconded national experts are drawn from the civil services of EU countries unless specified otherwise in the secondment notice. They bring their unique skills and knowledge to ENISA for a period of time before taking the experience acquired during their stay at the Agency back to their home administration.

Candidates for secondment must:

  • Have a current employment in the national, regional or local public sector or international civil service. Alternatively candidates may be employed in non-profit or voluntary sector.

  • Hold a university degree in a field relevant to the areas of work described in this call

  • Have at least three years of experience in scientific, technical, administrative advisory or supervisory responsibilities

  • Be a national of a Member State of the EU or a national of the European Free Trade Area (EFTA)

  • Be able to communicate in English as this is the working language of ENISA.

Selected candidates will be invited for a telephone and/or face-to-face interview.

Traineeships

ENISA’s traineeship scheme is addressed mainly to young university graduates, without excluding those who – in the framework of lifelong learning – have recently obtained a university diploma and are at the beginning of a new professional career.

The aims of the traineeship at ENISA are:

  • To provide trainees an understanding of the objectives and activities of ENISA.
  • To enable trainees to acquire practical experience and knowledge of the day-today work of ENISA Departments and Units.
  • To promote European integration within the spirit of new governance and through active participation to create awareness of true European citizenship.
  • To enable trainees to put into practice knowledge acquired during their studies, or professional careers.

Through its traineeship scheme, ENISA benefits from the input of enthusiastic graduates who can give a fresh point of view and up-to-date academic knowledge, which will enhance the everyday work of ENISA. Every year the Executive Director shall decide the number of traineeships to be offered.

Interim Agents

Benefits

Your salary takes into account the basic salary that corresponds to your grade and step (see your work contract), the family allowances, compensations, taxes and social contributions. This salary is impacted by a weighting factor to take into account the cost of living in Greece (currently 86%). Pay rates and correction coefficients are adjusted each year.

Wages vary according to grade and function; for officials, the starting salary varies from €3,000 (AST) to €5,000 (AD) depending on the entry grade, whereas the entry salary for the different function groups of contract agents is between €2,000 and €2,500. Salaries increase based on merit and seniority as you progress in your career.

Your salary is exempted from national taxes on income in all EU member states. However, a tax deduction on your salary will contribute to the general EU budget.

As an ENISA staff, you will benefit from:

  • Sickness insurance (JSIS: Joint sickness insurance scheme): for you and (in certain cases) your family members.
  • Accident insurance: in case of an accident, you will be covered 24/7 worldwide.
  • Unemployment insurance: in case your contract ends.
  • Retirement pension: as an EU staff member you contribute to the EU pension scheme. 

In addition to the basic salary, staff members may receive various allowances depending on their personal circumstances. The final salary is calculated by adding the relevant allowances and by deducting social security contributions and other taxes.

Social security deductions:

  • Pension (12.10%)
  • Health insurance (1,70%)
  • Accident cover (0,10%)
  • Unemployment insurance (0,81%)
  • Income tax
  • Tax levied progressively at a rate of between 8% and 45% of the taxable portion of the salary

Depending on your personal situation, you may also be entitled to extras such as dependent child allowance, expatriation allowance, transport reimbursement or foreign residence allowance.

  • Family allowances: household, dependent child, education allowances. Family allowances received from other sources must be declared and will be deducted from those paid by ENISA
  • Expatriation allowance/residence allowance
  • Daily subsistence allowance (time limited when taking up duty)
  • Allowance for travel expenses when taking up the duty
  • Moving cost reimbursement
  • Installation allowance
  • Yearly travel allowance to cover the cost to travel to the place of origin/place of recruitment
  • Relocation service
