Established by NIS Directive and further strengthened later by NIS2, the CSIRTs Network aims to build confidence and trust while boosting operational cooperation among Member states.

Its work encompasses information exchange, coordination in incident response and assistance to Member States in times of cross-border incidents. The network’s mission also extends to supporting the coordinated disclosure of vulnerabilities that can have a significant impact in more than one Member State by facilitating cooperation and providing best practices and assistance.

The CSIRTs Network is composed of CSIRTs appointed by EU Member States and CERT- EU ('CSIRTs Network members'). The European Commission participates in the network as an observer. ENISA is powering the CSIRTs Network by providing the Secretariat and actively supports cooperation between CSIRTs and incident coordination upon request.
